I would agree with covering up when it was cold. Personally, keep arms and legs covered 65 degrees and colder. Knee, leg and arm warmers are always in my kit, and I use a vest alot (light and thermal).

Yup. You can't wear just shorts in 40 degree rain.

And if you do, I've found it helps to kind of thaw out before taking a shower. Dry off with a towel, get a cup of tea, and chill for a while. Otherwise, your skin reacts just like you described, and it is not pleasant!

Yesterday was the first really cold, rainy day for me this year. It totally caught me off guard.
