OBRA races registration at the USGP races this weekend

I suspect that the closing time of registration for the first race will be a bit more flexible since it starts at 8:30 and the registration people will not be there until 7:00.

The two USGP races this weekend are a unique hybrid of OBRA events in the morning and USA Cycling/UCI races in the afternoon.
If you are doing the USA Cycling/UCI events you will have to have either a UCI international licence (if you have to ask which events you need that for, you probably should not be doing those events) or a USA cycling licence. There will be a seperate table that will allow you to buy one day and annual USA cycling memberships and will register you for the USA Cycling/UCI events.
