Krummel Bike Safety Memorial Signs Make List for 2008 Special Session
(Salem) A measure to create bike safety memorial signs was approved for
consideration during
the February 2008 Special Session today by the House Elections, Ethics
and Rules Committee.
"I appreciate Legislative leadership bringing this issue back for
consideration, "said State Representative Jerry Krummel
(R-Wilsonville) who wrote the
measure for the 2007 Legislative Session. "It was heartbreaking to work
so hard on this bill only to see it rejected on party lines at
the end of Session." A request to vote on House Bill 3020
was defeated 31 to 26 on June 23rd
. Sadly,
several of the co-sponsors voted against the proposal.
HB 3020 would have allowed relatives of cyclists or pedestrians killed
on Oregon's roadways to request special memorial signs in certain
circumstances. Krummel sponsored "Eric's Law" on behalf of a
constituent, Lorna Kautzky, in memory of her husband Eric Kautzky
who was killed
in June of 2005 while riding his bike in Sherwood. Shortly after his
death, Krummel began working on a new state law to allow placement of
memorial signs and was able to get a pilot program adopted by Washington
County. (see picture below)
"I'm pleased to see this important public safety issue finally getting
the attention it deserves,"
said Lorna Kautzky. "I'm sorry to see politics take priority over real
human loss. I'm so frustrated something like this becomes a political
football for no apparent reason when in fact you're talking about a
loved one's life and a grieving family. I wish people understood the
emotional impact on family members. For two long years, I tried so hard
to get this law passed; reliving the tragedy
every time I talked to legislators."
According to the Oregon Department of Transportation
, from
2001-2005 there were
47 deaths, and more than 3,400 people injured in
3,500 bike and pedestrian crashes. "Perhaps all the recent news accounts
of bike fatalities have helped generate renewed interest in this common
sense legislation," explained Krummel. Supporters of
HB 3020 included the Bicycle Transportation Alliance
and Willamette Pedestrian Coalition along
with the Washington County Bicycle Transportation Coalition
