I have been on both sides of this issue has a racers (I know its been a couple years) and as a promoter for over 10 years on the Mt Bike side.
As Melissa said some people could care less about shirts, while others love shirts.
Personally I loved the shirts because I raced in a class that was not paid cash ever.
IF you do shirtsI would have them every year from here on out...I was lucky enough to get local room tax money or last year a sponsor to pay for shirts,I had shirts most years, the years I didn't have shirts people were upset because they became use to getting shirts. From a promoters side shirts are a nightmare...you never know how many, what sizes to get because so few people pre-reg...some years I would run out before everyone got one and other years I still have over 100 shirts from that year.

Some categories, like Masters Women, really don't have money anyway. So, why do we race? Must be for the fun, the challenge, and the glory. It's certainly not for money or swag, though those are always nice.
If you can use your extra funds to add to the fun or the glory, that would be great. Cyclocross is a good example of "fun" racing: music, crowds, cheering, cowbells, Halloween costumes! (Can you figure out how to add fun to a road race? Just curious...) Seeing your name on a winner's list, trophies/medals/ribbons/certificates, podiums, OBRA points, race photos, media coverage, and race-specific mementos are good for glory and recognition.
If you give out swag, it should be a specific souvenir of the race that people will value. Otherwise, it seems that we just spent some of our entry fee on buying stuff that we probably don't need (more water bottles, energy bars, and blinky lights??) Lots of people really don't need or don't wear printed cotton T-shirts, so it's a nice gesture but rather wasteful. I personally don't want T-shirts.
I would favor keeping the prize list fairly deep (the recognition factor), but keeping the monetary value low. I personally would value a 10th-place medal or ribbon far more than a handful of swag or a T-shirt.
