I do not know, I only know the event did happen,
but if you think you saw it I would cal police non-emergency and let them know.
I think you may be right that it might just have the "temp" license inside the rear window.

Do you know if the "missing plate" just mean new car with the temp registration? If so I have seen this hummer with in the last week, maybe even yesterday on 405. It sticks out like a soar thumb. I would venture to bet that there aren't many royal blue hummers without a license in this area. Could be wrong.
