for someone say at 220 lbs, with a deep aero profile ie 26 to 30mm or so, I don't like to go under 24 spokes in the front. but 28 is what a normally ride (front and rear)
with 24 you do need to pull more tension(obviously), Be careful selecting nipples, and the rim can't be too thin at the nipple bed.
I might go down to 20 but then I use wheelsmith brass nipples 1.8mm (stronger then 2mm, and stronger then DT ) and washers too, to spread out the high tension, so the nipple doesn't crack out and pull out the rim in year or two. you will also need to deflect the rim while tightening the nipple.
For a low profile rim, say open 4 or etc, i won't go under 28 spokes..
