Nope. You can race in other FIAC member organization races without buying

ABR - American Bicycle Racing
ACA - American Cycling Association

COG - Cycling Organizers Group
OBRA - Oregon Bicycle Racing Association

The USCF requires OBRA members to purchase a USCF license. You can get a
one day license but that is only good for a single day, not for a single
event like the OBRA single event membership, so you can't use that for a
stage race. You can only purchase a one day USCF membership up to Cat 3
with and OBRA membership. Cat 1 and 2 riders must buy USCF annual
memberships. The reciprocity agreement refers to the issue that USCF will
recognize results in OBRA races for establishing Category. They will
recognize OBRA Categories up to Cat 2 and allow you to purchase the same
Category USCF membership.

USAC is currently trying to force OBRA to accept a significantly modified
reciprocity agreement which will require that OBRA honor USAC suspensions
and penalties without any OBRA input or evaluation. USAC is also moving to
denying sanctions for events that are dual sanctioned, i.e. some fields are
USCF and some are OBRA. Personally I think that their demands are
unrealistic. At this point it is not clear if OBRA will continue with a
reciprocity agreement with USAC which requires significant restrictions but
provides very little benefit to OBRA or OBRA members.

I was under the impression that you could race w/ an OBRA license in USCF
events as part of the reciprocity agreement. Am I wrong about that? Kenji?
Candi?

thanks Tessa, too bad the USA Cycling license is $60, at least for the upper
categories anyway.
