Oh most definitely gravel, though hardpack. Pavement picks back up for
about half of Brower Rd. to Larch Rd.

The climb up from Multnomah falls Scenic Hwy. via Palmer Mill road and
continuing on Brower Rd. to Larch Mtn. Rd. is clear (and Epic) only a
little cold!
