One thing to note is that the emergency contact information is on the waiver/release form, should the rider
be unconscious or mentally incapable of communicating their needs, either before or after the trip to the hospital.

at what point should this information (the emergency contact information on the waiver/release form) be used?

Yeah...that sounds simple enough. But it doesn't always work that way. I was accompanied by one of my athletes who was scheduled to race at 2:00 and he was not notified by the officials until 10 minutes before his start time. Besides, he should not have to miss his race because of my misfortune.
