Thanks to Kenji and Candi for their help with this!

There has been some confusion as to whether or not riders from different categories may race a category TTT race. (e.g. Cat 4 riders riding in a Cat 3 TTT race) It has been past practice to allow this, despite being against the rules. This has set up the expectation that it would be allowed this year- and some teams have signed up as such.
Thus, an exception is being made for this year only.

For category races for this year only:
A rider may race a category up to complete a team. (You may have a maximum of 2 riders from the lower category)

If you have a cat 3 team with cat 4/5 riders, you're ok. You may race
and you may medal. You may NOT include riders of higher ability for
your team. A cat 3 team may have no riders ranked higher than cat 3.
A cat 4/5 team may NOT include riders ranked higher than Cat 4/5.

For all subsequent years:

Teams riding a designated Category race, may only be comprised of riders from that category. Please note that the only caveat is that all categories may race in a "Senior or Open" race. (The age-based fields like Junior, Senior and Masters do not have category restrictions.)

The only way to change this is through a rule change at the annual meeting, or if the promoter designates mixed fields on the flyer.
e.g. the flyer clearly states that it is a 3/4 race or a 4/5 race. This was only specified for the 4/5 men for the TTT. There was no mention made of allowing anyone but 3s in the cat 3 fields.
