Not sure how it works down in Eugene, but I just had an incident this week where I reported a driver to Milwaukie Police, and they were very helpful. Turns out the officer handling my case is a part time bike commuter as well. But in my case, I just called the non-emergency number for the station, gave them the details, and an officer called me back to confirm the details. Mine was more of a "guy swerving at me intentionally" as opposed to aggressive. Good luck with whatever you decide to do.
