I would call or visit your local PD, ask for their community liaison
if available. At any rate, they should be able to tell you the
preferred method of reporting from their end. I personally think
harassment or any physical threats should be reported...if nothing
else, so those complaints can add up and be counted if need be.
Otherwise, if they're not ever reported, they never happened
statistically.
Here in Bend, I've found the local PD to be very responsive to calls
to the non-emergency line, whether I've had complaints as a
pedestrian or cyclist.
I was waiting a crosswalk for a "walk" signal one day....I saw a car
waiting to turn right across my path, so I made a mental note of the
license plate ahead of time...something said to me...this person
might run me over.
I made eye contact with the driver. I saw her. She saw me. and just
as my "walk' signal turned green...she gunned it and almost took my
leg off as I took a step into the crosswalk.
I reported this to the non-emergency line. An officer called me back
and got the details...and he seemed pretty enthusiastic about calling
or visiting the driver and having a pretty stern "talk". He told me
he takes walks with his kids and sees the same sort of behavior, so
he was into it.
all things said and done, I think that's as much or more than we can
hope for in a situation like that where, like you said, there are not
injuries etc...
I think drivers will think twice about doing something jerky when
they realize that people are sharp enough to get their license
plates, etc....
