Correct, Skyliners will be closed.

You could park at Summit High School and see the start/finish.

I believe that Skyliners road will be closed and open only to local traffic,
which means that you won't be able to even drive up to Phil's trailhead. If
you do choose to try and drive up that way, please be VERY careful!

There is a road that parallels Skyliner to the north just west of the Mt.
Washington Roundabout that you could probably park on and have a very short
walk up the shoulder. I think the road is Lolo, but might not be on maps
yet.
