need help with bike safe directions

The Willamette Valley Bike Route will get him from Wilsonville to Eugene.  The map is here: http://www.oregon.gov/OPRD/PARKS/BIKE/WVSB_entire_route.shtml
 
Getting to Wilsonville (actually Champoeg Park) is a bit tougher.  You're likely to either have to cross the Willamette River on Boone Bridge, involving about 1/2 mile of riding on the shoulder of I-5, or come down 99E and at Canby cut over towards Champoeg on Knights Bridge Rd.
 
Some of the southern Willamette Valley bike clubs will be able to help with the more bike friendly routes from Eugene to Cottage Grove. Salem Bicycle Club (http://salembicycleclub.org) or Santiam Spokes (http://santiamspokes.org) may be able to steer him in the right direction. I don't know much about the Greater Eugene Area Riders (http://eugenegears.org) but that is their home turf.
 
As far as camping, if he's not up to riding this in one day he may have to detour to a campground.  Is he going rando or will he have support to carry camping gear? A listing of Oregon State Parks is here: http://www.oregon.gov/OPRD/PARKS/index.shtml Not surprisingly, most Oregon State Parks are not on the I-5 corridor.

I need to plot a course for 17 year old Madison to ride from Portland to near Cottage Grove Oregon  I seem to remember there is some web sit that helps plot bike friendly roads.  Does someone know what the site is?  Does anyone have experience with riding in this general direction and can suggest a fairly safe route? 

Anyone want to join him?  He wants to leave Wednesday and arrive Friday.  He plans to camp on the way if we can figure out where.

The site you might be thinking of is bycycle.org. It uses the Bike
There! map data to generate a route for you within Portland and to a
lesser extent, the surrounding area.
