Your experience parallels exactly with what i've been told. The tape sucks water. I have a pal who uses it on his track-only tri spoke with success but i believe it's mostly for TT's and tris. I'm a "tubie newbie" so to speak but the vittoria stuff is what is recommended by the fastest people I could find to ask...if it's good enough for mini phinney its good enough for me.
