Due to an underwhelming response I will be a little more broad in my search.
I am going to build it up as a single speed so horizontal dropouts would be best, but not necessary.
My preference would be a cross bike, but beggars can't be chosers.
Cheaper is better. Steel is preferred.
Examples of what I am looking for: Lemond Poprad, Surly Cross check, Soma Double Cross, Bianchi of any sort that is steel.
Effective top tube needs to be at least 56cm and no more than around 57.5 cm.
