I agree that DST is a royal PITA and it is also by some accounts
worthless. I find it believable that it may even impose energy costs -
counter it's stated goal. However, Obama is not considering changes to
DST. The authors are just suggesting he should.
All that aside, there was a very interesting suggestion based on an
astute observation in the comments of the link you posted. The fact that
"people noon" is 3PM aligns almost exactly with my own recent
experiment. Since my work day is now focused around a computer and I
have flexibility in my work hours my daily pattern has naturally fell
into a rhythm where lunch comes between 2-3PM.
