You want to avoid 213. It is very narrow and has alot of fast traffic.
You can take a number of other north south roads between it and 99, and
get to Mt Angel and Silverton safely. You would be better off going to
Wilsonville, crossing I-5, and heading south from Butteville down Alder
Grove or French Prairie, through Salem, out S River Rd, to Independence,
and south on Corvallis Rd to Corvallis. You can stay off 99W that way.
