The Kelly Point park loop was a regular training ground for the old
Oregon Velo Club in the 1980's. On evenings and weekends the truch
traffic was nil and we did gap bridging drills, pace line, blocking,
attack practice... sprints. Good road for all that. Many of the
other places we used for group training and motor pace work are no
longer available.
I'd argue that a lot of the group work is available at Delta Park...
but like in the "old days" it has to be used as a training race.
Winning is (in that context) unimportant, the racing experience and
conditioning are.
