Looks like they use liquid magnesium chloride and/or calcium magnesium
acetate. If it's the former, you should rinse your bike because it's
corrosive.
The following is taken from a ODOT doc I found here:

ODOT may use one of the following types of winter anti-icing/deicing
liquids:
1. Magnesium chloride:
. Contains a corrosion inhibitor to reduce impacts to vehicles.
. Works well at very cold temperatures.
. Fairly inexpensive.
2. Calcium magnesium acetate:
. Acetic acid (strong vinegar) mixed with lime.
. Less corrosive than tap water.
. Does not work well at very cold temperatures.
. Moderately expensive.

Hey ORBRA Land,
Does anyone in OBRA land know much about the De-icer fluid being used by the
city. I have been riding the west hills the past few days an noticed they
are spraying the fluid on the road and I am now catching the scent of this
stuff and, at some places it is pretty strong. Wondering if I should avoid
the roads that are being sprayed. I am sure it is not dangerous, but still,
I wonder what it is doing to our lungs. Any feedback would be great Thanks
