Gearing for SS should be the MAX you can turn over at at jogging speed. Why? Because you want the biggest gear possible for flat and downhill sections. SS is not about riding all the time but running the super-steep uphills and going as fast as possible both on and off the bike. I ride 38-17 with 26" wheel. I would use that gear for any course as long as it has uphills. That is what I used at Mt Ashland hillclimb with virtually no downhill.
That doesn't mean it is the right gear for others, though. Figure out how slow you can pedal and how fast you can run uphill and go one tooth smaller cog!

PS. Try the Rotor Q-Ring for single speed. It will allow anyone to ride 2 teeth larger chainring with no apparent difference!
