I think Krylon makes a "plastic primer" which I've had pretty good
luck with on other plastics. You can paint over it in other colors.
Not sure how well it would stand up to all the vibration of fenders,
but it works fine on lawn chairs. Lowes and Home Depot should have
it.

The flexible paint used on Lexan might work - Hobby stores sell it
for the Lexan bodies on R/C cars. They sell it in small quantities
though, so it might be spendy. Whatever paint you use, the prep work
is crucial to it sticking.
