I don't know about the legalities of idling, but the impacts to the engine
and air quality are, as stated earlier, not good.

Canada, which we all know is anywhere from colder to a hell of a lot colder
than Portland, has addressed this issue:

Also, see these myths (my favorite being that it wastes gasoline to turn off
and restart your engine. This may have been true when we had carburetors on
our engines, but it's been many years since these were left behind in favor
of fuel injection.)

just go out and turn his car off and then misplace the keys. i am sure there
is a noise ordanance in place to guard against this. i would just call the
cops and tell them what is going on.

1 Fender stratocaster
1 Marshall JCM900 100 watt dual reverb high gain head
1 Marshall 1960A 300-Watt 4x12 Angled Cabinet
and an instrument cable

plug head in to power source
plug stratocaster into head.
place stratocaster directly in front of cabinet, making sure to point the pickups at the speakers
turn volume on guitar up
turn volume on head up
let your "amp" warm up for 15 minutes.....

bet it's louder than his car. and i bet more fun than writing letters.
