If I remember right, that bike path turn around is not very noticeable, well marked, or often very clear.
so I guess yes, the cyclist, in the long run would be at fault;l however, newer/unexperienced commuter, someone new to the area, etc would probably not know what that ramp was, or even that it was there.
I don't go down Barbur much, but half the time that path is blocked with "the city that works" trucks.
I'm not sticking up for the cyclist, and if he knew that was there, than that's on him. I'm just pointing out that that is an awkward path/intersection.
