I have a MTB frame for sale for $100. It is a very nice scandium Kona, with custom Velo Bella paint, light blue. It would be perfect for a 5'3 - ish person, I'm 5' and I raced it, but it was a tiny bit too big for me. If you can use a frame only, let me know.
