Based on what Dan and Evan wrote, it seems like the important point
is this: Evan discovered that the seat tube and head tube would need
prep work and proceeded with the work anyway.

Unless he stopped and returned to Dan for an adjustment to the terms
of the trade BEFORE having the work done, I can see no reasonable way
in which Dan is liable for the $100.

Any compensation that Dan might make to Evan would simply be a "good
will" gesture.

This episode just proves that buying/selling/trading used equipment
is an inherently risky business. Caveat emptor. But it's better when
all parties involved are "stand up" folks.
