Touching other riders

An issue that has come up several times locally in the last few weeks. At
least one of the episodes caused a crash where the rider was seriously
injured and lots of equipment was broken. The applicable rule is:

"11.2 - Misconduct may be punished at the discretion of the Chief Referee.
The forms of misconduct include, but are not limited to:
...
- Pushing or holding another rider (whether on a different team or not)
except in Madison where riders may only push their teammate."

Riders often put their hand on other riders to warn them that they are
close. Some people think it is cool because they have seen some other
riders doing it. This is always a mistake. If someone is getting close to
you, this is the last time you want to take your hands off your bars. If
you want him to know you are there then yell. Those who think it is OK to
