I'm looking for a small hybrid (700c) for a female friend. She's about 5' 2". We've sized up some bikes and Novara @ REI and some Jamis bikes size up in the XS, 14", or 43ish cm (?). she wants flat or riser bars, something relatively new, reasonable parts mix--but nothing fancy. Trying to stay under $200, but would swing up to $300 for something nicer.

Don't hit me up with anything much outside of these guidelines please.
