Dear Phil,

Thanks for writing. I am Jim's Parks' Liaison, and I just heard

about this today from another e-mail that we received. After talking with

Shawn Rogers who is the manager of the reservation center for Parks, here's

what I know. Parks has not denied anyone a permit to use the park for

bicycle events this summer. In January Parks notified Cascade Slalom

Association, West Side Invite, Rose City Wheelmen, and Northwest Velo that

"the City of Portland Water Bureau has made changes recently in security

standards around the water reservoirs at Mt. Tabor Park." We weren't sure

at the time what they would be. They have now completed their work and

require a fee to paid to Water for the security that will be needed for the

water bureau reservoirs during the events (which may even include fencing).

The fees range from around $300 to $375 per day.



Parks notified all of the cycling applicants as soon as they knew

the security plan was finished. Parks is still willing to work with any of

the bike groups to establish some alternative routes through the park. I

hope you will let your friends in the cycling community know that there has

been no denial of permits for cycling events. I have talked with Rich

Rogers in Commissioner Sten's office, and he is looking into this with the

Water Bureau.
