The OBRA rules are:
"
9.9 - RULES SPECIFIC TO TRACK RACING
9.9.1 For mass start events:
- Bicycles shall not have brakes.
- Bicycles must have a single fixed gear.
...
9.9.2 For timed trialed events:
- A bicycle with shifting mechanism, brakes and freewheel may be used but
gear shifting is not allowed during the race."
UCI, USCF, etc. rules may vary and, of course, rules are ultimately
arbitrary.

Gear changers have been used in the past in international track racing. The
kilo champion of Canada, Jocelyn Lovell used a two speed rear hub in the
World Championships in the early 1980's. Lovell's system of drive chains on
both sides of the rear axle was used by Gene Samuel of Trinidad in the 1992
Olympics to place 8th. Also in the 1992 Olympics, Adler Capelli used a
derailleur gear shift in the 1000 meter time trial, and placed 5th.
I assumed fixed gears were ...necessary/required on track? Is this not so
in individual events?
