an unknown fee structure with just my credit card # is a bit carte blanc
i remember i faxed one in last year (forget what race) and got charged a
'faxing' fee because the promoter didn't have the money before the race.

Thanks Mike for spelling out the official rules and the options we have. I
share the same feeling as many of the other racers in that I don't think

late charge is appropriate. I will be sending a message to the promoter by
not attending his event.

OBRA does not use the same rule set as USCF. This is the second year that
we are using a rule set specific to OBRA. The rules are similar to those
used by ACA and NCNCA. You can download it from the web page, I can send
it
to you e-mail or we will mail it to you on request.
The applicable OBRA rules are:
"4. - RACE ORGANIZER ...
4.3 - Entry fees are established by the race organizer. [OBRA recommends
to
charge fees that are fair and reasonable to the rider.] "
"6. - ENTRY FORMS/RACE ANNOUNCEMENTS
6.1 - The race organizer must include the following information on the
race
Entry forms/Race announcement:
Name of Event
Date(s) of Event
Location of Event
Map or Directions to Race Course
Course description
Type of Race
Contact information for race organizer
Categories, start times, entry fees and prizes
Any entry restrictions
6.2 - Entry forms/Race announcements must be approved by the OBRA
Administrative Assistant prior to publication."
The rules, however, do not have any penalty for violation of the
requirements on 6.1 and 6.2. They are violated frequently by race
organizers, probably mostly through ignorance.
There is no rule requiring publication of the flyer in any fashion. Since
the race organizer has a vested interest in getting people to come to his
event it is probably not necessary for there to be such a rule.
If people don't like the late fee or the entry fee in general then the
simple solution is don't go to the event. The race organizer will get the
message through lack of attendance at their event.
It should be noted that the OBRA rules can be changed through the
following
mechanism:
"Modification of these rules may be made by vote of the club
representatives, generally at an annual meeting. Proposed rule changes
shall
be presented to OBRA in written form to be voted on by the club
representatives. The OBRA board may in an emergency, or in the case of a
time sensitive matter, make modifications to these rules. Changes to the
rules which are primarily of a housekeeping nature, such as printing
format
or changing numbering, may be made without board approval."
If you don't like the rules and want to modify them, add new rules or
delete
existing rules then propose them in writing prior to the annual meeting.
