did the resiprocity agreement with USA cycling go through? if so you might be able to by a one day $10. and race your respective cat.

In years past I registered before I got my license, it was no problem. Two in years past the date was nov 1 not dec 1 for the license to work for the upcoming year. Three, if you get your license on line you get your USA cycling number when you apply and do not have to wait for your license to arrive in the mail.
Call USA cycling and they will tell you all this stuff and they won't bite you. j
