I did some research. If you apply after 12/1 the license will be good
until 12/31/2010. If you have not had a USA cycling license before you
may need to provide proof of citizenship. If you are a pro or elite
you will need an elite license which is not available online (as far
as I can tell). If you are eligible for online purchase you will be
able to race immediately. So only $30 a year for most of us. Not bad.
