You quite obviously have the best intentions with this posting. I think
that most would agree that your goal of equal opportunity for riders of
differing ages and genders is laudable. However, I do not think that
placing restrictions on promoters is the way to achieve that goal.
I presume that you have adhered to your guidelines #1-6 in races that you
have promoted?

Fellow OBRA members and cycling friends,
The following is a petition proposing minor changes in OBRA race
guidelines to promote further equality in opportunity (in the spirit of
Title 9) for women in cycle racing. Title 9 taught us that we cannot
wait for participation before providing opportunity-opportunity is
needed first, and participation will follow. We hope the following
changes will, over time, encourage more young woman to enter the sport
of cycle racing and more women to continue to participate over the age
of forty-five. Please sign if you agree.

We the undersigned would like to encourage OBRA to continue to work
towards equal opportunity for both men and women, both older and
younger, in cycle racing in Oregon, by adopting the following
guidelines:
1) All OBRA sanctioned races should include categories for Senior men
and women, Junior men and women, and Masters men and women.
2) Junior racers should register by 2-year age categories and Masters
racers by 5-year age categories.
3) Promoters should state at the time of race announcement how many
racers are needed per category, i.e. under what number of racers per
category will result in categories being combined.
4) In any given race, Junior categories for men and women should be
equivalent and Masters categories for men and women should be
equivalent. If age categories are combined for women, they should be
combined similarly for men. If age categories are maintained for men,
the same age categories should be maintained for women.
5) There should be an overall Master's winner for men and for women in
each race, with additional BAR points to the overall winner. Promoters
may choose to limit significant Masters cash prizes to overall Master's
winners.
6) In races with ribbons awards and no cash prizes, promoters should be
encouraged to keep all categories open, even with low numbers of
racers.
7) Annual BAR awards should be given for at least two age categories of
Masters men and Masters women.
