I believe you can register without actually holding a USAC license. You'll
just need it come race day. B's and SS's can race with a one day USAC
license.
Call up order you described is correct.

very disappointed about some of this stuff if they show up on race day

Many of the masters will not be aware of the seating process and the issue
with buying a new license and being stuck in the lowest category. I didn't
realize there was a cat4 for CCX (men). I assume this is Beginner.
I have not received a response yet from Tom (below), nor have I had my
questions answered by Jan Luke.
I'm happy to send this out, but it should probably come from OBRA Admin or
from the event director.

Tom,
Dirk Cowley from SBO contacted me as I'm one of his larger clients in
Oregon. We work together quite a bit throughout the year. He called to let
me know about some important information about Cross Nationals in Bend this
year. Please confirm that I have these things correct:
1.) Registration opens at midnight tonight, but riders will only be able to
register if they have an annual USAC license, even for the B and SS
categories.
2.) B and Single Speeds are NOT champ events. Only the Masters, Junior,
Collegiate and Elites are Champ events.
3.) All riders buying NEW annuals will automatically be put in the lowest
category. Upgrades may be requested online, but this will put the license
status in pending and will NOT allow the riders to register until the status
is cleared/approved by USAC.
4.) Riders will line up according to a combination of category, last year's
finish and then by registration order (in that respective priority). Cat 1s
line up first with last years top 8 or so in the front followed by order of
registration. After them, all the cat 2s, etc.
