When all else fails, you can attempt the "Coke can" spacer remedy. It's the
only thing that worked on my seat tube in my Morgul-Bismark TT frame, which
for some reason is just a tad wider than it needs to be. Carefully slice a
Coke can into an inch wide strip (good scissors will work) and wrap it
around until you take up the necessary slack, cut the excess, then clamp
down the clamp. It's cheap, lightweight, durable, and doesn't rust. Pick a
soda can color that matches your paint.
