A carbon frame can certainly be painted or repainted. Stripping the old
paint for repainting is (very) tedious and time consuming as sanding
with reasonably fine grit sand paper is the only safe means - no
chemical strippers, and no blasting media.

In Portland, I'm sure that Dean at Acme can do a fine job. I don't
recommend attempting powder coating as the curing temperatures are high
enough that they would endanger the resins in the carbon composite.
