Why not go rohloff? Together with a schlumpf or hammerschmidt you could maybe have 28 speeds with no overlap... Run it the chain through some PVC pipes...? EBB, half moons, or sliders to tension.

I have an old steel 'cross bike set up with an 8 speed hub. Granted, it has
a dynamo front hub but even so when it is striped of the rack and fenders it
weighs over 27 pounds. I love that bike for commuting but it's a bit heavy
to race. I'm curious what the weight would be with a carbon or scandium
frame with modern, light trim. Another consideration is most modern frames
have no means of adjusting chain tension without a tensioner which of course
adds weight. If you have a tensioner, you may as well have a derailleur.
Also there is some power loss in any gear other than the "normal" position
where the cog and hub are locked up and turn at the same speed.
