OT: what does HM mean?

I believe HM is short for Hazardous Materials and I think that it's more for the 26 tunnel than it is for the excavation work.

I was driving on the Sunset Hwy where they are doing some major excavation and saw some signs with the red circle/bar meaning "no" with HM. So what is HM and why would they not want it around an excavation site? I suspect it has something to do with explosives.

Any information on this?
