You pay the Pro's money and give the prizes to the other level
racers.  





As a race promoter myself - I can attest to this.  Often your more
elite/pro/sponsored racers won't even be able to ride or use equipment
from competitors, as per their agreement with their promoters.  I often
saw the sponsored racers turn around and give away or sell equipment
that they won via raffles or prizing, because of that very issue.

From an ex Mt Bike Promoters view...

It was always better to give the prizes like a bike to a JR, Sport (cat 3) or Beginner racer because the more advanced riders are FAR more likely to have sponsors and get free or discounted bikes. Plus when an advanced rider wins a big prize many times they just turn around and sell it, while lower level racer will keep and use that item. Picture this and trust me it happened...OBRA chat Monday after a race there is a post that reads I won X bike...I don't need it will sell or trade. Well many times X bike company has a rep that reads OBRA chat too and they think why the hell did I give the bike away just to have someone sell it.

You pay the Pro's money and give the prizes to the other level racers.

and I have no vested interest in the women’s
prize list nor the ability to influence any changes
question: would more women show-up if the prize list were bigger?

As a data-point:
check the number of category 1-2 WOMEN competitors from last
year’s Banana Belt
there were a total of (16) competitors who showed up at one of
the three events,
but not all at the same time!!
