I would hesitate to characterize a raised crosswalk as an insanity. It is
all about context and where they are placed. They can be quite effective to
calm traffic speeds and provide a safer pedestrian environment, while still
being safe for road users when installed in the correct situation. Being in
Bend, I am not familiar with Sunset so I can't comment on that application.
