You can call them what you want!  I call them "bags".  Works just as good as anything else.  You can put your stuff in and get it out when you need it.  Humans spend an amazing amount of energy producing labels for everything...including each other.  Zoobombers for example.  Not my kind of riding, but they are riding bikes.  They are cyclists.  Lance is a cyclist.  Will and Darell are cyclists.  Granted... you do not pronounce Panniers....."bags"
