West side ride/meet location option

I thought I would throw this out there for some perspective. There
has been a lot of talk about "Chief" Whitehead. Keep in mind there
are TWO cops in North Plains. The Chief and a second officer (who I
guess would be the assistant chief). I think this place is more of he
good ol' boy system with respect to the Mayor and the council, I don't
think what little noise we could make would really matter. Besides
I've been riding out there for years an have yet to even see a No Pla
copper.

So couple things on this subject. First Chief Whiteheads attitude towards cyclists obviously sucks, there was an email that he responded to an OBRA member a year or two ago where he was cursing in the email....this is clearly not a sign of a very professional person nor someting an LEO especially a Chief should be doing. I still wait for the day I get stopped out there for not putting a foot down when I track stand at the stop sign. Second, I don't live in North Plains, nor do I really know of anyone that lives out there, here lies the problem. The Chief and his department respond to the mayor and council, they in turn respond to the voting public. If the public that lives there makes enough noise about not citing cyclists then most likely the amount of targeting cyclists should reduce. If they don't care that we cyclists get chippy tickets that support the local government, well sucks to be us. And honestly a lot of the folks in rural Washington County really don't like us out there and those attitudes are passed on the NP PD and WCSO deputies out there.

Now even though I and most of you don't live there we can certainly make an argument that if North Plains were more bicycle friendly all of us might wish to stop in there and pay patronage to the local businesses thus helping the economy. But then again maybe they just don't want us there and thats their loss.

I do like the idea of the law abiding ride through town for 50 miles that would just make Chief Whitehead steam and fume, heck invite the mayor and council to come a long that would hillarious!!!

As I was approaching the Shadybrook/West Union/Glencoe intersection on my way home from Hornings on Sunday, I noticed the North Plains police sitting on Shadybrook with a good view of the intesection. Was he busting speeders? No. Busting cars rolling through the stop sign? No. Busting cyclists rolling through the stop sign? You betcha! This guy has it out for cyclists - no doubt in my mind.

Portand responded that way to several fatal cycling accidents a few years
back. They increased the number of officers citing cyclist for moving
violations.

My North Plains Drifter story…

This is an old incident that actually got some coverage in the Oregonian and a LOT of OBRA chat emails but I thought I’d just share it again.

Two teammates and I got “stop sign violation” tickets at that four-way stop…from Chief Whitehead of North Plains. Each ticket was $335. Ouch! We asked for a hearing to protest. We made our case (which would have likely held up on appeal to Washington County) but said appeal would have cost us another $275 to file. We would have had to pay the appeal fee and then take more time off work to go to the appeal. Now, had we won we would have gotten all our money back, but the point of my story is that (in my experience) North Plains is not a very “flexible or friendly” place for cyclists. If you must ride your bike though there I advise stopping at all stop signs. Getting off your bike. Doing two pushups to prove you stopped. Then proceed.

Our situation was that probably one of us rolled the stop, one of us made a near stop and one of us stopped. No one put a foot down. But we all got tickets.

Curiously….Later, I did hear that someone successfully proved he did stop by submitting Garmin GPS data with a time stamp to prove he was at zero MPH at that location.

Be careful out there….in North Plains…
