Since the injury has been going on for many months now, there are a few possibilities:
1. you are re-injuring it with activity
2. there are biomechanical problems that are not allowing it to heal
3. the original injury was not treated, and so the injury simply persists
or some combination of the above. your bike fit may also be contributing.
Since actions taken thus far are not resolving the issue, it would be a good idea to have the injury evaluated by somebody familiar with this injury and the activity that originally caused it (I'm assuming cycling and/or other endurance training). I'd be happy to work with you on this and see what we can do to get you better.
