If bike lanes are closed, blocked, or nonexistent you may use the lane.
That being said, if they are closing the bridge to bikes and pedestrians to "protect those big ships" then you probably still won't be allowed to cross. Would make a nice legal challenge.........discrimination based on mode of transportation.
Of course we all know that all folks on bikes are scofflaws so the threat a cyclist presents to national security is probably very real.

Subject: [OBRA Chat] Broadway, Steel bridge closures for bikes
The Portland police closed the bike lanes this afternoon on the
Broadway and Steel bridges. The officer who barred my crossing said
it had to do with a navy ship. Does anyone know if there is
scheduling information about this? I was a major pain to go around.
Also, if the bike lane is closed, can I legally use the car lane to
cross the bridge?
