Actually the rules do not say that. The rules state that they may be pulled,
not that they must be. Your flyer states that lapped riders are eligible for
primes, that says to me that lapped riders are being allowed.

For those of you that are unclear on how the races will be scored, there
will be hot spot laps that are worth points (5,3,2,1)to the top four
finishers of that lap. The final lap will be worth double points. The
person with the most points at the end of the race will be the winner. In
addition to points laps there will be cash/merch prime's throughout the
races that will be separate from the points battle. Thank you for your

2010 Swan Island Criterium, presented by Guinness Cycling,
is one of the fastest yet most beginner friendly courses all season.
Everyone, from top amateur racers to first time enthusiasts will enjoy the
wide open flat roads as well as the amazing cash and prizes from all of our
generous sponsors. Garmin, Rudy Project, Adidas, American Classic, Sigma
Sport, Maxxis and Coolstop Brakes as well as many others have created a
prize list second to none.
In addition to the senior men's and women's races, we'll have a kids race,
Junior races, Masters 50+ and Masters 35+ Cat. 4-5. Mail-in/On-Line
registration has closed but day of registration opens 8:00 a.m. and closes
10 min. before each race.
These races will be run as a points race (like PIR). Hot laps are 4 deep
(5,3,2,1) with double points for final sprint. Lapping the field is worth
20 points. Primes and bonus points throughout race. Free lap allowed until 5
laps to go. Lapped riders are eligible for primes. Promoter reserves the
right to combine or split groups. OBRA rules are in effect. Helmets are
required. OBRA membership is required. USCF license not accepted. OBRA
one-day ($5) and one-year ($20) memberships are available online and/or at
the registration desk.
