As far as I know, all the races in WA are USAC (USCF or NORBA). USCF does
not give reciprocity for membership in any other organization. OBRA gives a
free single event membership to WA residents regardless of whether they
belong to USAC. In other words, it only works one way and if you go to WA
you should have to pay, according to USAC rules.

Ok, how about an OBRA member racing in Washington. I have raced there a
couple of times this year and everyone is confused up there about OBRA. I
have been charged once for a USCF day permit and not charged the other time.

reciprocity for people who have non-OBRA cycling
licenses? Recently I have met a number of riders from
other states (mostly western; AZ, MT, WA...) and
riders who only have USCF licenses. I'm never quite
sure what to say and/or when they need to purchase a
day OBRA license.
