The applicable OBRA rule is:
"11.2 Misconduct
11.2.1 Punishment
Misconduct may be punished at the discretion of the Chief
Referee.
11.2.2 Examples of misconduct
The forms of misconduct include, but are not limited to:
...
- Riding on a race course when not entered in an event in
progress."
If you read the entire rule you will see that the offense of riding on a
course when you are not in the race is lumped in with other items like
theft, fraud, dangerous riding, etc. Basically other stuff most reasonable
folks would not even consider. It is expected it would be something that
would be punished in a similar fashion. If you see people on a course
during a race they are not entered in this should be reported to the
officials at the race.

Hey all,
Last night, in the Cat 2 race, I encountered several Cat 1/Expert/Pro riders
pre-riding the course. And that was just me-- a friend noted others out on a
different section.
I know that I'm in a lower category, and that I'm slow, and that my bike is
21 years old and cobbled together from spare parts... but I paid just as
much as you did to enter, and I'm out there race my race. Please show some
respect and stay off the course when it's not your race. Even if you don't
think you're impeding another racer, you can also confuse already
oxygen-starved brains. If pre-riding is that crucial to you, please arrive
before the races start and get your pre-riding in then. Or save it for for
the first lap of your race.
