It's true rider behavior such as that you've mentioned further antagonizes motorists bent on "revenge." And, due to its relative isolation, Rock Creek Rd. would be an ideal location to exact it. However, in my experience, motorist revenge in Multnomah, Washington, and Clackamas counties is already rampant and largely unchecked. I've reported very dangerous incidents (complete with license plate numbers) to police that have resulted in nothing more than a follow-up phone call.
Those folks on Rock Creek Rd. could probably have made a more intelligent choice concerning where to fix their flat. But, at the end of the day, no circumstances entitle a motorist to seek revenge against a cyclist.
