silly tire question

Someone correct me if I'm wrong, but it should be in effect only for the
official USGP categories, which are Elite Men, Elite Women, and Masters 35+.
All other categories are OBRA sanctioned and not bound by UCI rules.

I raced USGP last year and got a lot out of the experience.
I am on the fence about racing it again, but budgetary issues require that I plan far ahead so I am thinking about it now.
I race a singlespeed mountain bike in everything I do -- that's all I've got and there is no space or budget for another bike -- and I generally love it.
Will the new UCI tire rule be in effect for USGP racers who are racing way too early in the morning?
